A Kalona man was indicted by the federal government for four charges involving child pornography.

According to a news release from the Washington County Attorney’s office, Jackson Young, 20, a registered sex offender living in Kalona, was arrested by the Washington County Sheriff’s office on March 28, after he made contact with a child under the age of 13. An investigator with the Sheriff’s office subsequently searched and reviewed the contents of Young’s mobile devices, and discovered he possessed obscene materials of several children.

According to an affidavit filed by Washington County Sheriff’s office, on March 28, lead investigator Chad Ellis received information about a sex offender, Jackson Young, having contact with a 12-year-old minor female. A passerby alleged he observed Jackson kissing the minor on March 25, near JW Foods in Kalona. Adult probation officer HRU unit Becky Bolin also received information on this case and requested to be involved.

During an interview, the minor stated she was introduced to Young, who presented himself as a 15-year-old, by a friend who is referred to as a second minor female. She told officers she recently met Young, and the two had not had a sexual relationship. She stated Young bought her a pop on Monday, March 25, and the pair walked together. She said near JW Foods, they hugged and he attempted to kiss her, but she backed away.

She then told officers that Young had not asked her for any inappropriate pictures, but sent her a picture of his genitals, and that Young knew she was 12 years old. In a separate interview, the second minor female stated Young sent her a picture of his genitals, but he never requested she send a private picture in return and said she had not done so.

Following the interview, Ellis and Officer Bolin tracked down Jackson at the Kalona Brewery via a GPS device he was required to wear as part of his probation. Upon speaking with him, it was discovered he had two cellphones in his possession. He told the officers the second cellphone “was just for music.”

Young then admitted to not having the phone registered with the Sheriff’s office, a requirement as part of his sex offender registry status. In regard to the first minor, he admitted hugging her with “hands around the waist,” but denied kissing her. He also admitted to having Snapchat, Instagram and Kik accounts not registered with the Sheriff’s office, another requirement of his sexual offender registry status.

Young was shown a topless photo, which he identified as being the second minor female. He said he sent both minor females pictures of his genitals using his cellphone to the first minor female a week prior, and she sent him a picture of her breasts, unwarranted.

After Jackson was placed under arrest, Deputy Gould spoke with the minor females again to clarify the information about the pictures. The first minor female said the second minor sent the picture of herself topless to Jackson, and he then sent that picture to the first minor. According to court documents, a search warrant was executed by the Washington County Sheriff’s office on April 19, 2019, by Washington County Sheriff’s office lead investigator Chad Ellis. During the search, two cellphones were confiscated from the scene.

After discovering the materials, the Washington County Sheriff’s office and Washington County Attorney’s office immediately referred the case to the Iowa Division of Criminal Investigation, Federal Bureau of Investigation, and United States Attorney’s Office for the Southern District of Iowa.

According to a press release, on June 11, the United States District Court for the Southern District of Iowa issued an arrest warrant for Young pursuant to a federal indictment, charging Young with production of child pornography, receiving child pornography, possession of child pornography, and transfer of obscene material.

Young has been in custody at the Washington County Jail since March 28, and will be transferred into federal custody.
