WELLMAN ? Nathan Richard Atkinson, 24, of Wellman, was arrested Friday evening at Second Street and Ninth Avenue in Wellman during an incident where Washington County Sheriff?s deputies reported being on a traffic stop.

According to the Washington County call log Atkinson was arrested on a Washington County warrant for possession of a controlled substance cannabidiol third or subsequent offense and possession of drug paraphernalia. Bond is set at $2,300.

Cannabidiol, or CBD, are hemp-based oils, caplets and creams sold as medicine to treat a variety of ailments. Earlier this year state and federal officials objected to the practice that several unregulated stores were selling the oil. The Iowa Board of Pharmacy has declared it is a controlled substance and needs to be regulated. Proponents of unregulated sales argue the oils extracted from the hemp plants to make the products have extremely low levels of THC, the active ingredient in marijuana, and that CBD is not the same as marijuana.

Additional charges are pending Division of Criminal Investigation lab results.
